CAPER

The 2008-09 Consolidated Annual Performance Evaluation Report (CAPER) is viewable and provides specifics on the progress of projects using CDBG funding last year.

 

 

Affordable Housing Plan

As a CDBG Entitlement Jurisdiction, the City is acting to affirmatively further fair housing (view Fair Housing Act).  It is currently conducting a new affordable housing study, including an analysis of impediments to fair housing choice within Logan, after which the City will prepare and implement a plan of action to address affordable housing needs of the community and to overcome any fair housing impediments identified.  The analysis and resulting plan should be available on this site by November of 2009.  Additionally, the City will comply with requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, in connection with any activity assisted with CDBG funding.  

 

 

CDBG Recovery Act (CDBG-R) Stimulus Grant

As an Entitlement Jurisdiction, the City was allocated $158,804 of the American Recovery and Reinvestment Act of 2009 (ARRA) funding.  Following Logan Municipal Council approval of the City's proposal, the City filed the required CDBG-R application with HUD .  The City proposal to use the funding for sidewalk improvements to increase walkability and ADA mobility and to encourage residential connection to transportation and vital services was approved by HUD in late July 2009.

 

 

 

The Grant Process

The City is required to file a Consolidated Plan (Plan) every five years.  The Plan contains a Five-year Strategic Plan component to establish funding priorities and a Citizen Participation Plan component to address the public review/approval processes related to CDBG funding.  Each year, the City develops an Annual Action Plan to determine which projects will be awarded allocations during the next funding phase, based on the City's fiscal year (July 1- June 30).  Applications are generally accepted in January and reviewed/recommended by the CDBG Steering Committee in February, with allocations determined by the City Council soon thereafter.  The Annual Action Plan is then submitted to HUD for review and approval.   Access to current documents is available from the links in the left and right columns on this page.

 

 

 

Program Overview

The U.S. Department of Housing and Urban Development (HUD) is the nation's housing agency committed to sustaining homeownership, creating affordable housing opportunities for low-income Americans, and supporting the homeless, elderly, people with disabilities and people living with AIDS. The Department also promotes economic and community development and enforces the nation's fair housing laws. The U.S. Congress established the Community Development Block Grant (CDBG) Program with the passage of the Housing and Community Development Act of 1974.  The CDBG Program is administered by HUD and has a unique approach in working with local governments which have been designated as Entitlement Jurisdictions; one application is submitted annually that can conceivably cover a variety of locally identified community development and housing needs.

 

 

City of Logan as Entitlement Jurisdiction

 

The City of Logan is one of the HUD-designated Entitlement Jurisdictions in the State of Utah.  As such, the City has been a participant in the CDBG Program since 2004.  HUD bases entitlement awards on a complex formula allocation which takes into consideration factors such as population, housing stock and the extent of poverty as determined by the U.S. Census Bureau.  The primary objective of the CDBG Program is the development of viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.

 

The City's CDBG Program uses its funds for comprehensive revitalization of designated neighborhoods, housing rehabilitation, social services, homeownership assistance, and acquisition of real property, as well as for public facilities and infrastructure improvements.  The Program has touched and enriched lives in Logan by providing services that otherwise would not have been available.
